1. do some reading about the netherlands, they sell marjiuana in "coffee shops", where its legal to smoke cannabis even though its a public place (but not tobacco).
2. those who want to do something is allways gonna be able to do it, but atleast the minors won`t buy it from gangsters anymore.
3. hemp is a very usefull material, and its not a hard drug, I`d like to see you make something usefull out of heroin or other hard drugs.

6. I don`t see the logic behind that argument, by this logic you`re essentially raping and murdering people when you smoke tobacco or drink a beer XD the intented meaning of civil liberty is the freedom to inhale/digest whatever you want, cannabis in this case.
7. laws against murder is sort of stupid when just about every american owns a gun! ofcourse you`ll kill 11 thousand of eachother each year! its only in america murder-laws fail, and it was america's "war" on drugs that actually made it fail from the start, the only way you can help yourself on that regard is to imitate some european countries, the netherlands on drug-policy, norway on everything else. then you`ll perhaps be able to dig yourself out of the mess you`re in, cus you`ve effectively declared war on the whole world it seems.
I think I answered the question, you just arived here with some good old american ignorance. america hasn`t even done any research on cannabis, all you "know" about it is 99% BS from US of A. Israel is on the top of the list of countries that study the uses for cannabis the most btw.
EDIT: and btw, its physically IMPOSSIBLE, to overdose on cannabis.
